Directs the Secretary of Health, Education, and Welfare to pay the health insurance premiums of unemployed individuals entitled to weekly benefits under a State or Federal unemployment compensation law, if such individual had health insurance at the time he became eligible for unemployment benefits. Authorizes appropriations necessary to carry out the Act.
