Summary

Show Horse Protection Act of 1988 - Amends the Horse Protection Act to direct the Secretary of Agriculture to issue rules and regulations to prevent the soring (maiming) of horses by prohibiting: (1) an artificial extension of the toe length of the horse (excluding the shoe) by pads, acrylics, or other materials, in excess of a specified length; and (2) pads not made of leather or a similar soft, pliable material.
