Amends the Federal Water Pollution Control Act to increase the maximum civil penalty which may be assessed by the Coast Guard for discharges of oil and hazardous substances from $5,000 to $50,000 per violation. Imposes criminal penalties for such illegal discharges of up to $50,000 in fines and for imprisonment for not more than three years.
