Summary

Provides that no court, department, or agency of the United States shall, in any case involving a denial of equal protection of the laws arising out of the operation of public elementary or secondary schools, order the implementation of a plan that would require an increase for any school year in the average daily distance to be traveled by, or the average daily time of travel for, all students in the twelfth grade or below transported by a State or local educational agency over the comparable averages for the preceding school year disregarding the transportation of any student which results from a change in such student's residence, his advancement to a higher level of education, or his attendance at a school operated by such an educational agency for the first time. States that no court, department, or agency of the United States shall require directly or indirectly the transportation of any student if such transportation poses a risk to the health of such student or constitutes a significant impingement on the educational process with respect to such student. Provides methods of judicial enforcement for any civil actions involving a denial of equal protection of the laws arising out of the operation of public elementary or secondary schools.
