Summary

Amends the Foreign Assistance Act of 1961 to repeal the prohibition against furnishing assistance under such Act to Cuba. Nullifies the Presidential Proclamation imposing a trade embargo against Cuba. Terminates certain regulations issued to carry out certain restrictions on trade with Cuba. Repeals the law expressing U.S. determination to contain the Cuban Government and to support self-determination for the Cuban people. Repeals the portion of the Supplemental Appropriations Act, 1982 and the portion of the Department of Defense Authorization Act, 1985 which restates such U.S. determination.
