Amends the Federal Election Campaign Act of 1971 with regard to the ban on contributions by foreign nationals to apply such ban to disbursements instead of contributions. Prohibits (soft money) disbursements by foreign nationals for political committees of political parties and for independent expenditures in campaigns for election to Federal office.
