Summary

Amends the National School Lunch Act to authorize the Secretary of Agriculture to determine the percentage of expenditures on rice for distribution under such Act and the Child Nutrition Act of 1966 for any fiscal year. Requires the Secretary to make such determination based upon the Department of Agriculture's rice outlook and situation report for each rice marketing year.
