Summary
Marine Recreational Fishing Licensing and Enhancement Act of 1984 - Prohibits recreational fishing in tidal waters without a recreational fishing license issued under a federally approved State licensing program. Provides for Federal licenses in States without an approved program. States that Federal law preempts any marine recreational fishing license regulations established by a State or local government. Specifies exceptions. Provides for Federal approval of State licensing programs for marine recreational fishing subject to specified conditions. Imposes penalties for recreational fishing without a federally approved marine recreational fishing license. Sets forth respective State and Federal jurisdictions for enforcement of marine recreational licensing. Restricts the use of Federal revenues from marine recreational fishing licenses to specified research, enforcement and habitat enhancement programs. Authorizes appropriations.
