Authorizes the Director of the Bureau of Prisons to accept donated property and services relating to the operation of the Prison Card Program from a non-profit entity which has operated such program in the past, despite the fact that such entity furnishes services under contract to the Bureau relating to the operation of pre-release services, halfway houses, or other custodial facilities.
