Summary
National Space Policy Act of 1983 - Declares the policy of the United States to be the exploration and use of outer space: (1) for the benefit of mankind; (2) for the national well-being; (3) for the increase of knowledge; (4) in cooperation with other nations; and (5) for the dissemination of information. Directs the President to: (1) pursue scientific and technical knowledge and experience to support the continued leadership of the United States in space; (2) establish and operate a remote sensing system for monitoring the Earth's resources and environment; (3) investigate opportunities for international cooperation in the use of such system; (4) develop advanced satellite communications system; (5) design and test technologies to determine the feasibility of space-based manufacturing of products; and (6) pursue a vigorous program of planetary and lunar science and exploration through the National Aeronautics and Space Administration. Directs the President to report to Congress within the year on a five-year and twenty-year plan establishing priorities for the space program. Requires the President to revise such plan annually. Authorizes appropriations.
