Summary
Amends the Congressional Budget and Impoundment Control Act of 1974 to require the Secretary of the Senate or the Clerk of the House of Representatives to enroll as a separate bill or joint resolution each item of appropriation in a bill or joint resolution that: (1) originated in the House of the Congress of which such individual is an officer; (2) has been passed by both Houses in the same form; and (3) is an appropriation measure. Prescribes guidelines for the treatment of such separately enrolled items.
