Summary

Amends Federal law to allow the master, chief engineer, officer in charge of a deck watch or engineering watch, or commander of certain fishing, fish processing, or fish tender vessels to be an alien lawfully admitted to the United States for permanent residence (legal aliens). Allows documentation and fishery endorsements of certain fishing, fish processing, or fish tender vessels owned by a legal alien, individually or through associations, trusts, joint ventures, partnerships, or corporations meeting certain requirements.
