Summary
Amends the Mineral Leasing Act to preclude the Secretary of the Interior or the Director of the Bureau of Land Management from granting a right-of-way for the construction of a 36-inch natural gas pipeline and pertinent facilities from Muddy Creek, Wyoming, to Dagget, California, across specified Federal lands in Utah. Provides that the Bureau shall have no authority to issue a right-of-way grant for such Federal lands until it has certified to the Congress that this route is preferable to all other alternative routes.
