Amends the Small Business Act to allow the following task forces to designate certain areas a HUBZones for purposes of such Act: (1) the Interagency Task Force on the Economic Development of the Central San Joaquin Valley; (2) the Interagency Task Force on the Economic Development of the Southwest Border; and (3) any interagency task force established by an executive order of the President and identified therein as having the authority to make such designations.
