Summary

Debarment Enforcement of Bad Actor Registrants Act of 2019 or the DEBAR Act of 2019 This bill authorizes the Department of Justice to temporarily or permanently prohibit the registration of a manufacturer, distributor, or dispenser of controlled substances (i.e., substances regulated under federal law because of their potential for dependence and addiction) if the entity (1) meets or has met the conditions for suspension or revocation of a registration; and (2) is unfit to manufacture, distribute, or dispense a controlled substance.
