Summary
Local Drug Enforcement Enhancement Amendments of 1988 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for direct grants to units of local government to enforce State and local laws that establish offenses similar to those established in the Controlled Substances Act. Amends grant application procedures to require inclusion of a strategy for enforcement of controlled substances and analogues laws. Allows combinations of units of local governments to apply for grants. Modifies the allocation and distribution of funds under formula grants. Sets restrictions on grant expenditures. Earmarks funds for incentive grants for combinations of units of local government. Increases the FY 1989 appropriations authorization and authorizes appropriations through FY 1992. Requires the Director of the Bureau of Justice Assistance to issue rules to carry out this Act. Sets deadlines for submission of grant applications.
