To prohibit entities owned or controlled by foreign governments from carrying out operations at seaports in the United States.

Summary

Prohibits any entity owned or controlled by a foreign government (including any agency or instrumentality) from: (1) conducting operations at any seaport in the United States (including commonwealths, territories, or possessions); or (2) entering into any contract or other agreement to conduct such operations. Directs the President to promulgate regulations necessary to enforce this prohibition, including requiring any person to furnish information necessary to enforce it. Subjects any person who violates this prohibition to certain civil and criminal penalties prescribed by the International Emergency Economic Powers Act.
