Summary
Amends the Consolidated Farm and Rural Development Act and the Emergency Agricultural Credit Adjustment Act of 1978 to require the Secretary of Agriculture to notify applicants for operating and economic emergency loans of the approval or disapproval of an application within 60 days of its receipt. States that failure to so notify shall be considered loan approval, unless there are no remaining unobligated loan funds.
