Summary

Title I: Petroglyph National Monument - Petroglyph National Monument Establishment Act of 1990 - Establishes the Petroglyph National Monument in New Mexico as a unit of the National Park System. Requires the Secretary of the Interior (Secretary) to develop and transmit to specified congressional committees a general management plan for the Monument. Establishes a Rock Art Research Center to provide research relating to Rio Grande-style rock art within the Monument. Establishes the Petroglyph National Monument Advisory Commission. Title II: Pecos National Historical Park - Establishes the Pecos National Historical Park in New Mexico. Repeals a provision of Federal law establishing the Pecos National Monument and makes funds that were available for such Monument available for the Park. Requires the Secretary to develop and transmit to specified congressional committees a general management plan for the Park. Directs the Secretary to study the Rowe Ruin, Arrowhead Pueblo, Hobson-Dressler Ruin, and Las Ruedas site for the suitability of their inclusion in such park. Authorizes appropriations. Title III: Zuni-Cibola National Historical Park and Juan De Onate Memorial - Provides that public roads linking the Petroglyph National Monuments to other prehistoric and historic cultural sites in New Mexico and eastern Arizona shall be included in the vehicular tour route known as the Masau Trail. Amends the Zuni-Cibola National Historical Park Establishment Act of 1988 to extend the deadline for the establishment of the Zuni-Cibola National Historical Park.
