Summary

Health Services Amendments - Title I: Health Services Project Grants; Advisory Councils, Intramural Research - Authorizes to be appropriated, under the Public Health Service Act, $463,000,000 for fiscal year 1975, and $425,000,000 for fiscal year 1976, and for the next two fiscal years, for grants to any public nonprofit private entity for the cost of providing specified health services and facilities. Requires the Secretary of Health, Education, and Welfare to appoint not in excess of 20 persons to serve on a permanent body to be known as the National Advisory Council on Health Services. Directs such Council to advise the Secretary as to matters of policy arising with respect to the financing and delivery of health services under this Act. Revises the Public Health Service Act to consolidate the National Advisory Councils on Mental Health, Alcohol Abuse, and Alocholism, and Drug Abuse in the National Advisory Council on Health Services. Repeals the requirement that not less than 25 percent of health service research evaluation, and demonstration activities appropriation be expended for direct activities of the Secretary. Revises comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act to authorize to be appropriated $46,000,000 for fiscal year 1976 and for each of the next two fiscal years. Title II: Extension of Alcoholism and Drug Abuse Formula Grants - Revises the Drug Abuse Office and Treatment Act to authorize to be appropriated $35,000,000 for fiscal year 1976, and for each of the next two fiscal years. Title III: Maternal and Child Health and Medical Services - Revises the Social Security Act to reduce to 40 percent the amounts to be paid to each State plan as the Federal share for maternal and child health services for crippled children. Revises the definition of the term medical assistance to exclude dental services for individuals above the ages of 21. Fixes the minimum rate of Federal financial participation under State medical assistance programs at 40 percent.
