Summary

Establishes in the National Highway Traffic Safety Administration the Bureau of Motor Carrier Safety to be headed by an Associate Administrator for Motor Carrier Safety. Sets forth the duties of the Secretary of Transportation to be carried out by the Associate Administrator. Increases the civil penalties for violations of reporting requirements relating to motor carrier transportation. Sets forth additional penalties for violations of motor carrier safety standards. Sets forth the minimum grade level of motor carrier safety inspectors of the Bureau in the classification of such positions.
