Summary

American Products for International Consumption and Services Program Act of 1992 - Amends the Foreign Assistance Act of 1961 to direct the President to establish an American Products for International Consumption and Services Program to be carried out with economic assistance funds. Declares that the purpose of the Program shall be to use the expertise of U.S. citizens to provide technical training and assistance to foreign countries that are developing free market economies and whose manufacturing sectors are outdated or unproductive to: (1) encourage such countries to modernize their manufacturing sector by acquiring equipment from the United States; and (2) assist such countries in acquiring and using such equipment. Requires the Program to assemble teams of U.S. citizens who are experienced professionals or technicians with expertise relevant to manufacturing to be sent to such countries on a short term basis to: (1) analyze individual companies and develop programs for the modernization of such companies using U.S. manufacturing equipment; and (2) assist such companies in the purchase, shipment, and installation of such equipment and provide training with respect to such equipment.
