Summary
Prohibits an entity owned or controlled by a foreign government from: (1) conducting operations relating to the import or export of cargo by vessel, or the arrival or departure of crew or passengers on a cargo vessel, at a U.S. seaport; or (2) entering into a contract to conduct such operations. Subjects a person to certain civil penalties for violating such requirements.
