Summary

Plan to Restore Excellence and Professional Accountability in Responding to Emergencies Act or the PREPARE Act - Amends the Homeland Security Act of 2002 to require that the Federal Emergency Management Agency (FEMA): (1) be headed by a Director appointed by the President from individuals who possess demonstrated ability in, knowledge of, and extensive background in emergency or disaster-related management; and (2) have one Deputy Director appointed by the Director from individuals with such qualifications. Replaces the Under Secretary for Emergency Preparedness and Response with an Under Secretary of Preparedness and Response, who shall be responsible for: (1) FEMA and service as the Director of FEMA; (2) the Chief Medical Officer; (3) the Assistant Secretary for Grants and Training; (4) the U.S. Fire Administration; and (5) functions performed by the Assistant Secretary for Cyber Security and Telecommunications, the Assistant Secretary for Infrastructure Protection, and the Director of the Office of National Capital Region Coordination. Requires the Under Secretary to report directly to the President during the effective period of an Incident of National Significance declared by the Secretary of Homeland Security under the National Response Plan.
