Summary
Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health, Education, and Welfare to provide for inspections of skilled nursing facilities and intermediate care facilities in order to determine whether such facilities are in compliance with the requirements of the Act. Directs the Secretary to issue a citation which shall provide for a civil penalty to the operator of a facility which does not correct identified deficiencies.
