Directs the President to support international actions to respond to Libya's policy of supporting international terrorism. Imposes an embargo on all imports from Libya and on all exports, except food and medicine, to Libya. Requires such embargo to end if the President certifies to Congress either that Libya is no longer committing a consistent pattern of terrorist activities or that the embargo threatens U.S. national security.
