Directs the Secretary of Health, Education, and Welfare to provide a supplementary housing allowance to eligible individuals under title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act whose annual housing expenses consisting of rent, mortgage payments, real estate taxes, and gas, electric, home and water heating charges exceed 33 1/3 percent of an individual's annual income.
