Summary
Requires that agreements between the Secretary of Transportation and the trustees of railroads in reorganization for emergency assistance to such railroads under the Regional Rail Reorganization Act must provide that rail properties on which rail service was discontinued within three years prior to the enactment of this Act will not be abandoned if the National Railroad Passenger Corporation determines that further passenger rail service on such property is required by the public convenience and necessity.
