Summary
Amends title VII (Administration) of the Social Security Act to exclude the Federal Hospital Insurance Trust Fund from the unified Federal budget, beginning in FY 1990. (Under current law this fund will be removed from the unified budget in FY 1993.) Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude Fund receipts and outlays from Federal deficit determinations for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
