Summary

Declares that the Puerto Rico Housing Bank and Finance Agency and its assignees shall not have any civil, criminal, or administrative liability under the Truth-in-Lending Act (TILA) for any failure to comply with TILA or any regulation under it for any credit transactions subject to TILA consummated before enactment of this Act in which the Housing Bank was a creditor. Denies any consumer who consummated such a credit transaction any right of rescission against an assignee for the Housing Bank's noncompliance with TILA disclosure requirements.
