Summary
Medicare Trust Fund Integrity Act of 1990 - Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude the receipts of the Federal Hospital Insurance Trust Fund from deficit calculations. Decreases the permissible maximum deficit amounts for FY 1990 through 1992, to reach zero by FY 1993. Amends the Social Security Act to require the report by the Board of Trustees of the Federal Hospital Insurance Trust Fund to include recommendations to ensure solvency of the trust fund, including proposals to reduce disbursements by reducing benefits demand. Requires the Comptroller General to report to the Congress on the solvency of such trust fund.
