Waives, with respect to the U.S.S. IOWA, specified provisions under prior defense authorization laws which require the continued listing of certain ships on the Naval Vessel Register. Directs the Secretary of the Navy to: (1) strike the U.S.S. IOWA from the Register; and (2) transfer such ship to the Port of Stockton, California.
