Summary
Authorizes the Secretary of the Interior to enter into a cooperative agreement with the Franklin Institute to provide a grant to present an educational program to the public at the Benjamin Franklin National Memorial. Provides that such education program will be on the contributions of Benjamin Franklin to science, literature, and government. Gives the Secretary the opportunity for prior review of such program. Authorizes appropriations.
