Summary

Petroglyph National Monument Establishment Act of 1988 - Establishes the Petroglyph National Monument in New Mexico as a unit of the National Park System. Authorizes the Secretary of the Interior, upon application by the city of Albuquerque and the State, to include certain lands and upon the Secretary's determination that such lands have been acquired, to extend the boundaries of the Monument to include such lands by publication of a notice in the Federal Register. Directs the Secretary to file a legal description of the Monument with specified congressional committees. Requires such description to be available for public inspection. Authorizes the Secretary to acquire lands and interests in lands by donation, purchase with appropriated or donated funds, exchange, or transfer. Provides for the administration of the Monument. Authorizes the Secretary to enter into cooperative agreements with: (1) New Mexico or Albuquerque for the management and interpretation of any lands owned by those jurisdictions within the boundaries of the Monument; and (2) other Federal, State, and local public departments and agencies providing for the interpretation of the natural, cultural, and recreational resources of the West Mesa and its environs. Requires the Secretary to develop and transmit to specified congressional committees a general management plan for the Monument, including: (1) the adjacent or related lands and interests therein necessary or desirable for purposes of resource protection, scenic integrity, or management and administration, and the estimated cost thereof; (2) the number of visitors and types of public use within the Monument which can be accommodated consistent with resource protection; (3) a general interpretive program; (4) a plan to implement the American Indian Religious Freedom Act; and (5) a general development plan for the Monument and the estimated cost thereof. Provides that public roads linking the Monument to other prehistoric and historic cultural sites in New Mexico and eastern Arizona shall be included in the vehicular tour route known as the Masau Trail.
