Summary

Amends the Trade Act of 1974 with respect to the continuation of a waiver of human rights and emigration requirements for nondiscriminatory treatment (most-favored-nation treatment) for China during any 12-month extension of such waiver that takes effect after 1990. Conditions such continuation on good faith progress regarding human rights in such country, including Tibet, and the engagement of negotiations regarding the settlement of the conflict in Cambodia. Suspends any extension of such treatment for the last half of a 12-month period if the President does not certify to the Congress before a certain date that such conditions are being met.
