Amends the Impoundment Control Act of 1974 to provide that budget authority proposed to be rescinded or reserved shall not be made available if: (1) the Congress has completed action on a bill rescinding such budget authority; or (2) either House has failed to consider such a bill within the prescribed 45-day period.
