Summary

Promoting Antiterrorism Capabilities Through International Cooperation Act - Amends the Homeland Security Act of 2002 to direct the Under Secretary for Science and Technology to establish the Science and Technology Homeland Security International Cooperative Programs Office, headed by a Director who shall be responsible for developing mechanisms, legal frameworks, and strategic priorities for international cooperative activity in support of homeland security research. Requires the Director to facilitate: (1) the planning, development, and implementation of such activity; and (2) the matching of U.S. entities with non-U.S. entities that may partner in homeland security research activities. Requires the Director periodically to hold international homeland security technology workshops and conferences. Provides for the allocation of specified research, development, testing, and evaluation funds of the Directorate of Science and Technology for activities under this Act. Requires the Director to: (1) ensure that funding and resources expended in international cooperative activity will be equitably matched by the foreign partner organization; and (2) work to facilitate development of information sharing and other types of cooperative mechanisms for situational awareness of the genomics and proteomics of exotic animal disease, including with African nations. Provides that partners shall include Israel, the United Kingdom, Canada, Australia, Singapore, and other allies in the global war on terrorism.
