Summary
Entitles the spouse or children of a Federal employee who has received payments for total disability for more than 20 years to a specified portion of such payments if the employee dies before such payments are terminated. Declares that a spouse shall not qualify for such benefits unless he or she was dependent on the employee at the time of death and for ten years prior to death. Reduces the benefits if the spouse was only partially dependent on the employee.
