Provides, under the Federal Environmental Pesticide Control Act, that the certification standard for a private applicator of pesticides shall be deemed fulfilled by his signing a self- certification form. States that the Administrator of the Environmental Protection Agency shall assure that such form contains adequate information and affirmations regarding the skill of such applicator.
