Summary

Establishes criminal penalties for any person who knowingly uses a telecommunications device (by wire or by radio) to obtain unauthorized direct access to any medical record. Provides for: (1) a fine of not more than $1,000 or imprisonment for not more than six months, or both, if no information is altered; (2) a fine of not more than $5,000 or imprisonment for not more than one year, or both, if the record is altered but no injury results; and (3) a fine of not more than $25,000 or imprisonment for not more than five years, or both, if information in the medical record is altered and injury to any individual results from such alteration.
