Summary

House Broadcast Recording Preservation and Public Access Act of 1986 - Directs the Clerk of the House of Representatives to enter into arrangements with the Librarian of Congress and the Archivist of the United States for: (1) maintaining a permanent audio and visual recording of daily House proceedings; and (2) making such recordings available for viewing, reference, and research purposes by Members, congressional staff, students and scholars, and the general public at locations in the Library of Congress and the National Archives buildings. Deems such recordings to be the property of the House of Representatives. Declares that the original recordings maintained by the Archivist are the official record of words actually spoken during House proceedings. Directs the Clerk to make arrangements for the public purchase of copies of such recordings. Makes it unlawful to use such recordings in commercial advertisements or for partisan campaign material.
