A bill to establish the Orange Coast National Urban Park, and for other purposes.

Summary

Establishes the Orange Coast National Urban Park in the Irvine Coast-Laguna area of California to protect the area's unique ecology and topography and for public outdoor recreation and use. Sets forth the area such park will comprise. Permits the Secretary of the Interior to: (1) revise the boundaries of the park; and (2) acquire or exchange specified land. Permits the owner or owners of any improved residential property or agricultural property acquired by the Secretary under this Act to retain a right of use and occupancy of the property under specified conditions. Permits the Secretary to lease land owned by the United States which has been acquired under this Act, subject to specified restrictions. Directs the Secretary to negotiate with the State of California to develop a cooperative agreement for administering and managing the park. Directs the Secretary to submit a report to Congress setting forth actions take in developing such an agreement. Directs the Secretary to convey and transfer such rights-of-way through the park as may be necessary for the establishment of the San Joaquin Hills transportation corridor. Directs the Secretary of Transportation to expeditiously take such actions as are required to construct the portion of such transportation corridor as is within the boundaries of the park. Withdraws such lands within the park from entry or appropriation under the mining or mineral leasing laws of the United States. Establishes the Orange Coast National Urban Park Advisory Commission to advise State authorities engaged in administering the park pursuant to the cooperative agreement. Sets forth the composition and administrative procedures of the Commission. Terminates the Commission five years after the date of enactment of this Act.
