Summary

Amends Federal law to increase the authorized amount of agency awards for cost savings disclosures or other benefits to the Government to not more than five percent of the savings to an agency, or not more than $20,000. (Current provisions authorize not more than $10,000, or not more than one percent of the savings to an agency.) Provides that if no cost savings are involved, the Inspector General of an agency shall determine an appropriate amount. Authorizes appropriations as necessary. Makes permanent the provisions governing agency and presidential awards for cost savings disclosures. Increases the authorized amount of presidential awards for cost savings disclosures from $20,000 to $40,000. Authorizes the Inspector General of an agency to establish a program of awards to any individual or entity whose disclosure of fraud, waste, or mismanagement in the course of performing a contract has resulted or may reasonably be expected to result in cost savings or other benefits to the Government. Revises the method of determining the amount of cash awards for superior accomplishments. Establishes reporting requirements for each agency concerning such program.
