Summary
Amends the Small Business Investment Act of 1958 to prescribe guidelines under which small business participants in either the Certified Development Company Loan Program or the Minority Enterprise Small Business Investment Company Program may refinance certain debentures guaranteed by the Small Business Administration under revised prepayment penalty provisions. Directs the Small Business Administration to issue regulations implementing this Act.
