To provide for the operation of a combined post exchange and commissary store at Castle Air Force Base, California, a military installation selected for closure under the base closure laws, in order to ensure that adequate services remain available to the numerous members of the Armed Forces, retired members, and their dependents who reside in the vicinity of the installation.
