Summary
Requires recipients of Federal funds to permit public inspection of certain records the recipient is required to keep pertaining to the disbursement of such funds. Specifies that such funds are those which are to be expended for other than the recipient's personal use. Terminates the funds for any grant or program for noncompliance by the recipient with this Act.
