Terminates the President's authorities (formerly subject to congressional veto) under the Arms Export Control Act to issue letters of offer of arms sales, to issue an export license for arms or military equipment, and to lease defense articles, unless the exercise of those authorities is approved by an enactment of the Congress within 180 days of enactment of this Act.
