Workplace Safety Improvement Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to prohibit citing an employer for a violation on a multi-employer work site if the employer has: (1) not created the condition that caused the violation; (2) no employees exposed to the violation; or (3) not assumed responsibility for ensuring compliance by other employers on the work site.
