Summary

Amends the False Claims Act to impose penalties on any person who, knowing of a possible previous overpayment from or underpayment to the United States, fails to identify and report it to the Government within a reasonable period. Amends provisions relating to civil actions for false claims to: (1) authorize the court to reduce the award to any plaintiff who planned and initiated the false claim underlying the action; and (2) require dismissal of any plaintiff convicted of criminal conduct with respect to the false claim.
