Summary
Establishes the United States Commission on Quality and Equality of American Life to study and report annually on: (1) the state and progress of the quality of American Life; (2) the degree to which all U.S. citizens share or fail to share in the affirmative and negative aspects of American life; and (3) steps that could be taken to improve the quality of American life and ensure its enjoyment equally by all U.S. citizens. Authorizes appropriations.
